India Extends Agniveer Service to Six Years in Cabinet Vote

Key points

  • India's Union Cabinet, chaired by Prime Minister Narendra Modi, approved a two-year service extension for Agniveers under the Agnipath scheme on Wednesday, Nov. 4.
  • The decision lands just before the scheme reaches its first hard deadline.
  • The merit rule at the centre of the scheme does not change.

India's Union Cabinet, chaired by Prime Minister Narendra Modi, approved a two-year service extension for Agniveers under the Agnipath scheme on Wednesday, Nov. 4. Chief of Defence Staff General N.S. Raja Subramani announced the decision in New Delhi after the cabinet meeting. Defence Minister Rajnath Singh described the change as a two-year "Second Tour of Duty" for Agniveers under Agnipath.

The decision lands just before the scheme reaches its first hard deadline. The first batch, about 18,300 Agniveers, completes its four-year tenure by Dec. 31, 2026. Without a change, most of that batch would have left service at the end of this year.

How the extension works

The merit rule at the centre of the scheme does not change. Twenty-five percent of each batch is retained in the regular cadre on merit after four years. The remaining 75 percent, who were set to leave after four years, will now be offered two additional years. That takes their total service to six years.

After six years, willing personnel will get another chance at full enrolment in the regular armed forces. Selection will rest on objective criteria. Enrolment is not automatic, and no one is promised a permanent place simply for completing the longer term.

The extension also carries money with it. Reports on the decision point to higher pay and allowances, an enhanced Seva Nidhi package and cumulative seniority benefits for those who serve the extra two years.

Why it matters

About 318,000 (3.18 lakh) Agniveers serve across the three services, according to figures reported by Hindustan Times and carried in Jagran coverage. A change to their terms therefore reaches a large share of the young personnel now entering the Army, Navy and Air Force below officer rank.

The Agnipath scheme launched on June 14, 2022. It recruits personnel below officer rank into all three services on short terms, with only a portion of each batch moving into the regular cadre. The length of that first term, and what happens when it ends, has shaped debate about the scheme since the start.

Subramani said the decision followed three to four months of structured inter-service review and annual performance tracking. He also closed off speculation that the scheme itself was ending. "The Agnipath scheme has not been discontinued. It will continue," he said.

What happens next

The first test comes quickly. The opening batch reaches the end of four years by Dec. 31, 2026, so the services must now set out how offers of the extra two years will be made, who qualifies, and how pay, allowances and the Seva Nidhi package will be calculated for each person who stays.

Personnel who take the extension then face a second decision point at six years, when willing members can seek full enrolment under the stated objective criteria.

Key numbers

Two extra years take total service for most Agniveers from four years to six. Twenty-five percent of each batch is still retained on merit after four years. About 18,300 personnel in the first batch complete four years by Dec. 31, 2026. About 318,000 (3.18 lakh) Agniveers serve across the Army, Navy and Air Force.
